After doing some investigation deep in the bowels of the download servers I have made a change that, I hope, will keep download server 3 more in line with the other servers in terms of bandwidth output over time.
This change comes thanks in large part to the passionate and well thought out pleas of user asd12 for investigation as to why this server behaved so differently from the others.

@The Curious: The problem was a configuration issue in one of the most underlying layers of the MT infrastructure that I tend to avoid as that is more Aftershock's domain.

Thanks so much! I always wondered why DL3 always took significantly longer than others. I always thought it was my own internet connection until I did parallel downloads and so the difference lol..
